You can with Pandemic 2. Apparently, this game has been around for a while. I only found out about it last night and I've killed all of mankind twice. Once with Wigglyworm and another time with Teeny Testes.

I have to admit, the only times I've been able to kill everyone was when the disease started in Madagascar. Stupid Madagascar closing it's port if somebody sneezes in Peru.
