There's really not much more to say about this. Either your male students are so testosterone poisoned that they can't think or learn when there are short skirts around. Or they can deal with normal displays of pulchritude.
If it's a problem, it's going to be a problem, no matter how much school spirit might be involved. If it's not a problem on game days, why the Hell is it a problem other days? As for claims of looking professional, I don't understand how cheerleader's skirts are suddenly the sort of professional that the school should be fostering.
