Despite being the government department for setting and collecting tax from normal people, it seems that they couldn't get it right.

It seems that over 5.7 million people have been paying the wrong amount of tax either. 4.3 million are due a rebate having overpaid in the last couple of years but it appears about 1.4 million are in for a horrible shock when a demand for tax drops through their letterbox in the next couple of days.

In total about £1.8 billion has been overpaid, but £2 billion has been underpaid, so the government is out a little bit and will definitely be looking to reclaim it. Unfortunately, a lot of tax lawyers are saying to challenge it on the grounds that people should have been notified sooner.
