That's a toughie - name your poison! I suspect, on balance, Trump would do more harm down-ticket, given his penchant for saying outrageous and offensive things that would piss off large blocs of voters. Cruz is smarmy and very conservative but stays on-message much better.
Trump has a chance in the general election so he would carry far more Republicans to victory. Cruz will alienate all but the Republican base & Fundies. He also lacks charisma. He would do far more harm in my opinion.
