I actually think about this all the time, but don't have any answer.

I served 4 years in the Navy, got drunk in Chicago, San Diego, LA and San Fransisco and several foreign ports and still have no tattoo. I would fight against this law by quietly avoiding it. If forced at gunpoint, I would come up with the least visible and sparse tattoo legally allowed. Perhaps the outline of PI.
I wouldn't like this law. I'm not into marking up my body, but I'll play along.
