Not strictly free, but if you have MS Frontpage lying around somewhere, give it a shot. It's the only code generator I have seen so far of which the output isn't a total nightmare.
Alas and alack I don't have that as I used to teach it so I know the ropes.
Dreamweaver was always my favorite. I think the company offers free demos of the software (time sensitive demo), so if you need to make a simple site that may be enough for you.

I wouldn't go with something like that. I'd go with a content management system like WordPress and install a gallery plugin, rather than designing a website yourself. There are also some simple theming tools you can use, or you can install someone else's theme.

I use Kompozer. Its free and has a WYSIWYG editor.

Are you really sure something like WordPress wouldn't be better? If you're updating your website basically ever, and adding new content, even a pretty small website becomes much harder to maintain if it's all static HTML pages like these programs produce.
^^ Agreed. Something like WordPress is 100x easier to use (and far more professional looking) that some homemade HMTL crap these days.
