Do you have an idea of when the photograph was taken? Does it have a particularly notable landmark in it or a certain type of building? Do you at least know what region it might have been taken in? Finding a message board (or several) associated with what clues you can find in the picture and sharing it there might be your best bet.
There's not a whole lot to go on and I've googled it to death. However! - I like the finding a message board bit..thank you! That could be very handy.

I confess I'm curious as well.
One thing that can be very useful is the Tineye plugin.
It offers a reverse image search which may take you sites with more background info on a pic.

Someone we all know might be slightly peeved that I've rumbled his pic with help from his own forum mates!
Perhaps you could have narrowed the search by looking at the EXIF data.
If it is available, you will know more about the photo.
