If after doing this, he went 30 years without trying it again, surely he should be treated more leniently than if he made a habit of it?

Sure. If he had made a habit out of it, he should face jail time for all of those offenses. In this case, since he only drugged and raped one little girl, he should only go to prison for one rape.
