A legally insane killer was on the loose in the state of Washington on Saturday, two days after he escaped during a field trip to a county fair, authorities said.

Why the hell are you taking insane killers to the fair?

Oh but it gets better. See this wasn't the only recent escape.

Dreyfus said she was concerned about Paul's escape and another recent brief escape by a patient at a different local mental facility.

"He's the only paranoid schizophrenic -- I've seen hundreds, maybe thousands of them -- that frightened me," Dr. Frank Hardy, a licensed psychiatrist, says in one of the documents, according to KREM. "The first time I took one look at him -- and I've never done this before or since -- I asked the jailer to remain in the room while I examined him.

So they let a confirmed paranoid schizophrenic go out of the mental intuition to go to the county fair. YOU FOOLS!

This place has to be worse than Arkham Asylum. As far as I know they never took the Joker on field trips.

It's especially troubling that the people who actually worked with him in the facility didn't think he should go and administration trumped them, apparently not for the first time. Floor staff know better than administrators whether somebody's a flight risk or a danger.

Administrative errors are slightly forgivable in a large organisation like the prison service, but errors of judgement like this there are no excuses for. If these people want to reacquaint dangerous prisoners with the outside world, take them to your own fucking house, or an upcoming family wedding!

Typical bureaucracy. The people who actually have a clue are never the ones making the decisions. It's annoying when that sort of thing happens in an office building. It's a bit terrifying when it happens involving psycho killers on the loose.

Well, if they aren't still considered a danger, I would think possibly yes? It doesn't surprise me that folks in the crazy house would get to occasionally go out on a field trip. If someone had killed someone in the past in the grip of a psychosis that was well-controlled by drugs I would expect them to be allowed to go on field trips. Obviously they never should have let this particular guy go on the trip, but I wouldn't say that's a general rule.

Spokane County sheriff's Capt. Dave Reagan says 47-year-old Phillip Arnold Paul was nabbed by Deputy Roger Knight - the same deputy who arrested and was injured by Paul after an escape in 1991.

Wait, what? He's escaped BEFORE? And they let him go to a county fair with criminally lax supervision?
