Default Why are tennis balls fuzzy?

I've always wondered this. What's so special about their design that it requires them to have fuzz?

Better control off the racquet. It also slows the balls down a bit. If you used handballs, for instance, the ball would travel too fast to respond to.

Could it also have to do with helping maintain ball control when playing on a moist grass surface? (Admitted that I know next to squat about tennis-just trying to apply logic)
