I have to imagine it's a correlation/causation fallacy. In certain areas, a large proportion of meth and oxy dealers are juggalos, and the incorrect leap is made to "juggalos are an organized group whose activities involve drug dealing."
Without looking up juggalos are they the people who dress as clowns? I don't think we have them here.
They're fans of Insane Clown Posse and similar groups, who do dress as clowns, but juggalos just generally wear ICP merchandise with the trademark hatchetman silhouette logo. I think they are pretty much a uniquely American phenomenon.
