Yes, chate is another name for chat. No, you don't pay for access. Users need to have 5 posts before they can access it, but there's sometimes a brief delay between the 5th post and when the system promotes a user to the next user group. I believe the most it should take is an hour.

So now they are just dirt-covered English people in fur pelts with credit cards.
