    I know that in some cases here, I'm stretching the definition of "elected," but these five were all born outside the country they governed, or outside its future territory, unlike the first few U.S. Presidents.

    Golda Meir (Russia --> Israel)
    Sixto Duran (USA --> Ecuador)
    Chiang Kai-Shek (China --> Taiwan)
    Pervez Musharraf (India --> Pakistan)

    My only quibble would be that Prime Minister Meir was a head of government, and not head of state. Israel's president is head of state.
